The Papio-Mo. River NRD amasses tax dollars by appropriating megabucks for projects it does not begin, then carries over the same appropriations the next fiscal year. This NRD also habitually overfunds projects, we think intentionally, but spends only a much lesser amount of tax revenue on these projects. It’s called Bloating the Budget, a convenient scheme among property taxing entities. Instead, this NRD board should lower our tax levy and stop hoarding our tax $$ for unneeded dams.
